Applying an outline to a TD element causes the outline to collapse to the table cell contents if the cell has been expanded by larger neighboring cells.

I am not able to reproduce this bug in Safari 16.3, WebKit ToT (261814@main) and it is matching with Chrome Canary 113 and Firefox Nightly 113. Matching with all other browsers and never confirmed. Marking this as “RESOLVED WONTFIX”.
